TQM

I agree with the issue on obstacle to TQM success as determined by Robert J. Masters (1996). He concluded at least nine obstacles associated with implementation as follows:-

1. Lack of management commitment

2. Inability to change organisational culture

3. Improper planning

4. Lack of continuous training and education

5. Incompatible organisational structure and isolated individuals and departments

6. Ineffective measurement techniques and lack of access to data and results

7. Paying inadequate attention to internal and external customers

8. Inadequate use of empowerment and teamwork

9. Failure to continually improve

According to his view, I would suggest to achieving successfully, organisation requires a major change in management attitudes. It still back to senior executives to change management roles and should totally minister the critical quality factors. (source: my dissertation)
